Amends Food and Agricultural Code Section 17003 to expand estray provisions to include public animal control agencies or shelters alongside poundkeepers and pound officers.

Requires poundkeepers, pound officers, and public animal control agencies or shelters to immediately notify the Secretary of Food and Agriculture upon impounding bovine animals, horses, mules, or burros.

Allows cities, counties, or city-counties with established estray laws to opt to follow their own local laws instead of state law when handling non-bovine estrays.

Clarifies that the term "animal control agency or shelter" is terminology updating and does not expand application to persons other than poundkeepers or pound officers.

Provisions do not authorize any acts that violate Penal Code Section 597.
