22nd District Agricultural Association must develop, manage, and maintain a minimum 100-foot wide greenway zone along the north bank of the San Dieguito River from Interstate 5 to Jimmy Durante Boulevard, with completion required by January 1, 2012

District must develop a second greenway zone section from Jimmy Durante Boulevard west to the San Diego Northern Railway right-of-way prior to or concurrent with construction of a replacement exhibit hall

Both greenway zones must include a public access trail extension of the Coast to Crest Trail, designed in consultation with the San Dieguito River Park Joint Powers Authority, Department of Fish and Game, and Department of Parks and Recreation

Greenway zones shall be permanently dedicated to public use and must remain protected if the district ceases to exist or sells the property, with title transferable to the Joint Powers Authority or Department of Fish and Game

San Dieguito River Park Joint Powers Authority assumes maintenance and management responsibility for the Coast to Crest Trail sections within the greenway zones
