CA SB1179

Authorizes the Department of Fish and Game Director to designate 2 free hunting days per year (one in fall, one in winter) during which California residents may hunt without a license.

Unlicensed hunters may only participate if accompanied by a licensed hunter with 3+ consecutive years of valid hunting license history, at least 21 years old, who supervises only one unlicensed hunter and maintains close visual and verbal contact at all times.

Unlicensed hunters must complete an approved hunter education course, register with the department, and may participate only once per license year.

Unlicensed hunters must possess hunter education certificates, required tags, federal entitlements, and entry permits, but cannot hunt species requiring draw or lottery tags.

Implementation prohibited until the department's Automated License Data System is fully operational for at least one year.
