Requires the 10 State Board of Education members to represent different geographical regions, reflect ethnic and gender diversity, and represent various public education disciplines including teachers, administrators, classified employees, and parents.

Eliminates the State Board of Education's authority to establish statewide educational policy and issue rules and regulations; instead the board advises the Governor on education policy alongside a new Secretary for Education.

Removes the State Board of Education's authority to issue subpoenas to compel witness attendance.

Establishes a cabinet-level Secretary for Education appointed by the Governor with 2/3 Senate consent to develop policies promoting school district consolidation, early childhood education expansion, and increased school counselor ratios.

Redefines the Superintendent of Public Instruction's role to ensure delivery of high-quality education and manage accountability programs, rather than execute State Board policies.
