Extends the exemption from informed consent requirements for medical experimental treatments in life-threatening emergencies from January 1, 2011 to January 1, 2014.

Maintains existing conditions for the exemption, including that treatment must follow federal regulations, available treatments must be unproven or unsatisfactory, and the patient must be unable to give informed consent.

Requires investigators to define the therapeutic window based on scientific evidence and commit to attempting to contact legally authorized representatives within that timeframe.

Mandates that valid scientific studies support the intervention's potential to benefit the patient and that risks be reasonable relative to the patient's condition and known risks/benefits of alternatives.

Exemption automatically repeals on January 1, 2014 unless extended by subsequent legislation enacted before that date.
