Amends Education Code Section 52055.765 to specify evaluation criteria for the Quality Education Investment Act of 2006 program

Requires the Department of Education to conduct a final evaluation by January 1, 2014, and provide recommendations to the Legislature and Governor on whether to continue, modify, or terminate the program

When evaluating pupil-counselor ratios, the department must assess their impact on school and district dropout rates, high school exit exam performance, pupils with postsecondary education or career plans, and Academic Performance Index scores

Requires evaluation reports to include pupil achievement data disaggregated by subgroups as required by the Academic Performance Index

Authorizes the department to use allocated resources or annual Budget Act funds to conduct the required evaluations and reports
