Projects must either achieve requisite points under board-approved high performance criteria certified by the Division of the State Architect, or obtain minimum certification from a nationally recognized third-party verified standard accepted by the board

Requires the State Allocation Board to adopt emergency regulations within 14 calendar days to implement these provisions, with funding sourced from the $100 million set aside in the 2006 Kindergarten-University Public Education Facilities Bond Act

Allows school districts to retain energy efficiency and renewable energy savings from qualifying projects without state funding reductions, and declares the act an urgency statute effective immediately
