Requires health care service plans and health insurers to work constructively with local education agencies to provide reimbursement for covered health care services delivered to school-age children during school hours.

Mandates health care service plans and health insurers ensure adequate availability of licensed health care professionals to accommodate necessary medical needs of children during school hours, including administration of medically necessary medications.

Adds school-based health care availability to timeliness of care standards that the Department of Managed Health Care must adopt and review.

Requires the Department of Managed Health Care and Department of Insurance to implement these provisions by regulation by January 1, 2012.

Establishes that willful violations by health care service plans constitute a state-mandated local program with no state reimbursement required for local agencies or school districts.
