Requires registered sex offenders to report all online addresses, email addresses, and instant messaging usernames to law enforcement agencies by December 31, 2011, and thereafter within 30 days of establishing new accounts.

Makes failure to report online account information a misdemeanor punishable by up to six months in county jail, a fine of up to $1,000, or both.

Permits law enforcement agencies to share reported online information with the Department of Justice and other law enforcement agencies upon request.

Requires sex offenders to acknowledge the online reporting requirement as part of the registration process.

Exempts the state from reimbursing local agencies for costs related to enforcing this new crime.
