SB 1205: Bay Area Disaster Recovery Planning Council Act

• Establishes the Bay Area Disaster Recovery Planning Council as a regional entity with jurisdiction over the nine-county San Francisco Bay area to create a long-term regional recovery plan for disasters, particularly earthquakes.

• Council shall cooperate with cities, counties, special districts, schools, emergency managers, hospitals, businesses, and nonprofit organizations to plan for post-disaster recovery including lifeline infrastructure, housing, business relocation, and government services.

• Governing board composed of members from the ABAG Regional Planning Committee plus appointed representatives from lifeline infrastructure districts, schools, nonprofits, emergency management, private business, and the Urban Area Security Initiative.

• Council may apply for grants, accept donations, enter contracts, and engage professional services, but cannot acquire real property, levy taxes, or engage in emergency response planning immediately after a disaster.

• Sunsets on January 1, 2030 unless extended by later legislation.
