Defines cellular telephone devices as those emitting at least 0.001 watts per kilogram (W/kg) of radiofrequency energy, including hands-free devices

Requires disclosure to include the federal SAR limit and the maximum SAR emitted by each device, with separate values for head and body use in instruction manuals

Applies to new and reconditioned devices shipped from manufacturers, but excludes used products sold by unauthorized sellers
