Requires the Division of Workers' Compensation to provide parties to a workers' compensation claim with free, real-time electronic access to their case data through a single sign-on portal within the Electronic Adjudication Management System (EAMS)

Maintains existing restrictions preventing non-parties from obtaining individually identifiable information about workers' compensation claims, with limited exceptions for statistical research, government agencies, and public records requests

Establishes legislative findings supporting technological advancement for productivity, government transparency and public participation, while emphasizing responsible technology use and privacy protection

Allows access to individually identifiable information by the State Department of Public Health, Division of Occupational Safety and Health, Division of Labor Statistics and Research, and Commission on Health and Safety and Workers' Compensation researchers for specified purposes under administrative regulations

Makes it unlawful for any person receiving individually identifiable information from the division to disclose it to unauthorized persons
