Redefines crisis nursery effective July 1, 2012 to accept only voluntary placements by parents or guardians, excluding children removed from parental custody and placed in foster care by county child welfare agencies.

Prohibits children placed in crisis nurseries from receiving Aid to Families with Dependent Children-Foster Care (AFDC-FC) reimbursement beginning July 1, 2012.

Allows fully trained and qualified volunteers to serve as caregivers in crisis nurseries and be counted in staff-to-child ratios, subject to fingerprinting, tuberculosis testing, and completion of specified training hours.

Extends the repeal date for crisis nursery volunteer provisions and licensing exemptions from July 1, 2011 to January 1, 2014, with the new crisis nursery definition operative July 1, 2012.

Specifies that no continuous General Fund appropriation shall be made for implementing this act and declares no local reimbursement is required under Proposition 13.
