Authorizes the California Department of Transportation to establish prequalified lists of architectural and engineering services firms for contracts, at the department's election, until January 1, 2014.

Requires separate prequalified lists for small projects ($5,000-$500,000), medium projects ($500,000-$5,000,000), and large projects ($5,000,000+) within each of the department's 12 districts.

Mandates that prequalified lists include at least three firms ranked by qualifications, be maintained for no more than two years, and require the department to negotiate contracts with firms in order of rank until agreement is reached.

Allows the department to award contracts valued between $5,000-$250,000 directly to certified small businesses, microbusinesses, or disabled veteran business enterprises outside the prequalification process.

Requires the Department of Transportation to submit a report to the Legislature by January 1, 2014 describing all contracts awarded under this chapter, assessment of the process, and performance data before the law sunsets.
