Redefines "fire apparatus" to include vehicles designed and used under emergency conditions to transport personnel and equipment or mitigate hazardous situations, consistent with the 2009 edition of National Fire Protection Association Standard 1901.

Prohibits fire apparatus vehicles operating under overweight permits from towing or hauling any other vehicle or equipment.

Requires manufacturers to weigh and certify fire apparatus to ensure compliance with specified weight requirements for personnel and miscellaneous equipment loads before acceptance by purchasers.

Applies to authorized emergency vehicles owned and operated by governmental agencies purchased on or after January 1, 1994.

Takes effect immediately as an urgency statute and does not require state reimbursement to local agencies as it only creates a new crime related to overweight permit violations.
