Permits Solano County Board of Supervisors to increase marriage license fees by up to $2 and to authorize annual increases equal to the San Francisco metropolitan area Consumer Price Index (rounded to nearest $0.50)

Permits Solano County Board of Supervisors to increase vital records certification fees by up to $2 with annual CPI adjustments

Requires collected fees to be deposited into a special county fund for domestic violence and family violence prevention, intervention, and prosecution efforts, with up to 4 percent retained for administrative costs

Requires Solano County Board of Supervisors to report to legislature by July 1, 2009 on funds received, expended, and outcomes achieved from fee increases
