Authorizes local air pollution control districts and air quality management districts to adopt rules or regulations allowing them to decline investigating complaints about nuisance odor violations if the complaints are determined to be repeated and unsubstantiated, provided such rules protect public health, safety, and comfort

Requires districts that adopt such rules or regulations to submit them to the Senate Committee on Environmental Quality and Assembly Committee on Natural Resources within 30 days of adoption

Sunset provision limits this authorization to January 1, 2014, after which the amended section is repealed unless extended by later legislation

Preserves existing prohibition under Health and Safety Code Section 41700 against discharging air contaminants that cause injury, nuisance, or endanger public health and safety
