Extends authorization for San Francisco to implement an individualized county child care subsidy plan until June 30, 2016, with a phase-out period ending January 1, 2018.

Requires San Francisco to demonstrate an increase in aggregate earned child days of enrollment by the end of the first fiscal year of operation under the approved plan, with increases equal to at least 2 percent of baseline enrollment from the final quarter of fiscal year 2008-09.

Mandates San Francisco submit a final report to the Legislature, State Department of Social Services, and Department of Education by December 31, 2016 summarizing the plan's impact on working families' child care needs.

Allows the local subsidy plan to supersede state law regarding eligibility criteria, fees, reimbursement rates, and methods for maximizing efficient use of subsidy funds.

Repeals all provisions on January 1, 2018, after which San Francisco must comply with state requirements for child care subsidies and cannot enroll new participants in the pilot program after June 30, 2016.
