Extends indefinitely the "Address Confidentiality for Victims of Domestic Violence, Sexual Assault, and Stalking" program, which previously expired January 1, 2013, allowing eligible individuals to keep their residence addresses confidential in public records and voter registration.

Extends indefinitely the "Address Confidentiality for Reproductive Health Care Service Providers, Employees, Volunteers, and Patients" program, which previously expired January 1, 2013, with the same confidentiality protections for voter registration and public records requests.

Requires retention of change of name records permanently instead of destroying them after 3 years, while other program participant records remain confidential for 3 years after certification termination before destruction.

Declares program participants automatic vote-by-mail voters and requires them to provide a valid mailing address to be used in place of their residence address for election, research, and government purposes.

Repeals sunset provisions in Government Code Sections 6211 and 6217 that previously limited the address confidentiality programs to January 1, 2013.
