Requires the Secretary of Food and Agriculture to establish and convene the California Agricultural Climate Benefits Advisory Committee by July 1, 2011 to advise the State Air Resources Board on strategies supporting agricultural activities that reduce greenhouse gas emissions.

Advisory Committee composition includes five agricultural producers (at least two certified organic), three researchers from higher education institutions, three nonprofit organization members, one processor representative, and ex officio members from the Department of Conservation, State Air Resources Board, USDA Natural Resources Conservation Service, EPA Region IX, and Department of Food and Agriculture.

Committee shall identify and recommend strategies for research and demonstration projects, technical assistance programs, and financial incentives to reduce agricultural greenhouse gas emissions and sequester atmospheric carbon while providing environmental cobenefits.

Committee may recommend using funds from market-based compliance mechanisms adopted by the State Air Resources Board and federal climate change programs for agricultural climate benefit activities.

Bill becomes inoperative on July 1, 2013, and is repealed on January 1, 2014, unless a later statute extends these dates.
