Expands the list of persons who may perform waived clinical laboratory tests to include licensed naturopathic doctors if test results can be lawfully utilized in their practice.

Allows naturopathic doctors to serve as laboratory directors for waived clinical laboratory tests under existing federal Clinical Laboratory Improvement Amendments standards.

Defines "naturopathic assistant" as an unlicensed person at least 18 years old with minimum medical assistant training who may perform administrative, clerical, and technical support services under naturopathic doctor supervision.

Authorizes naturopathic assistants to administer medications by injection, perform venipuncture or skin puncture, collect specimens, and perform routine medical office tasks under specific authorization and supervision of a naturopathic doctor.

Prohibits naturopathic assistants from being employed for inpatient care in licensed general acute care hospitals and clarifies that assistants cannot perform unauthorized clinical laboratory tests or administer local anesthetic agents.
