Creates a pilot program at a Department of Corrections facility with low-risk inmates to test stationary electricity generating bicycles that power television monitors, with inmates required to pedal the bikes to view the televisions.

Requires the Department of Corrections to report pilot program results to the Senate Committee on Public Safety and Assembly Committee on Public Safety by March 1, 2012.

Directs the State Air Resources Board to update its greenhouse gas emissions scoping plan to include the pilot program as an emission reduction measure under the California Global Warming Solutions Act of 2006.

Makes the pilot program eligible for funding from the Renewable Resource Trust Fund and qualifies it as an eligible renewable energy resource for electrical corporations' renewables portfolio standards.

All provisions of the bill sunset on January 1, 2012, unless extended by later-enacted legislation, and the bill takes effect immediately as an urgency statute.
