Authorizes the registrar of contractors to issue immediate stop orders prohibiting use of employee labor for any contractor who fails to secure workers' compensation insurance coverage as required by Labor Code Section 3700.

Requires employers to pay affected employees for up to 10 days of lost time during work stoppage pending compliance with the stop order.

Makes failure to comply with a stop order a misdemeanor punishable by up to 60 days in county jail or a fine up to $10,000, or both.

Allows employers to request a hearing within 20 days of service to protest the stop order, with the registrar required to hold the hearing within 5 days and issue written findings within 24 hours.

Increases the number of peace officers the Director of Consumer Affairs may designate for the Contractors State License Board's special investigations unit from 3 to 12 persons, who are prohibited from carrying firearms.
