Defines "food sale area" as a food facility that routinely offers prepackaged sandwiches, salads, snacks, beverages, and similar items to all transient guests and invitees during normal operating hours.

Maintains existing restrictions that licensed premises cannot sell to the general public, cannot obtain caterer's permits, cannot exercise off-sale privileges, and must purchase alcoholic beverages only from wholesalers or winegrowers.

Requires applicants for original on-sale general licenses for restricted service lodging establishments to pay a $6,000 fee, with annual renewal fees matching standard on-sale general license rates.

Specifies that no state reimbursement is required for local agency or school district costs related to this act.
