Requires boards, commissions, or agencies of public pension and retirement systems to attach an appendix to their Conflict of Interest Code listing positions requiring individuals to file Statements of Economic Interest as public officials managing public investments

Mandates posting the appendix on the agency's Internet Web site in an easily identifiable and accessible manner

Defines "public official who manages public investments" as salaried or unsalaried members of committees, boards, commissions, or entities with decisionmaking authority, including those that can make final decisions, compel or prevent decisions, or make substantive recommendations regularly approved without significant amendment

Excludes committees, boards, and commissions formed solely for research and preparation of reports or recommendations from the definition of entities with decisionmaking authority

Authorizes reimbursement to local agencies and school districts for state-mandated costs through existing statutory procedures if the Commission on State Mandates determines such costs exist
