Authorizes Los Angeles County to establish a pilot project to develop a comprehensive, multidisciplinary model addressing the needs and treatment of commercially sexually exploited minors arrested or detained by law enforcement.

Requires the Los Angeles County District Attorney to develop protocols for identifying and assessing minors who may be victims of commercial sexual exploitation, and to create a diversion program reflecting best practices for those minors.

Directs the District Attorney to form a multidisciplinary team including law enforcement, public defender, probation, child protective services, and community organizations to develop and provide training on identifying and assessing sexually exploited minors.

Requires the Los Angeles County District Attorney to submit a report to the Legislature by April 1, 2013, summarizing pilot project activities, number of minors diverted, and services provided, contingent upon local funding.

Pilot project provisions expire January 1, 2014, unless extended by subsequent legislation enacted before that date.
