CA SB1281

Repeals Section 1797.196 of the Health and Safety Code, eliminating training, maintenance, testing, and notification requirements for automatic external defibrillators (AEDs) that were scheduled to take effect January 1, 2013.

Removes the requirement that AED acquirers comply with Health and Safety Code provisions in order to maintain civil liability protections under Civil Code Section 1714.21.

Expands liability immunity to protect physicians, building owners, and AED acquirers from civil damages without needing to meet specific regulatory compliance requirements.

Maintains immunity protections for persons providing emergency care with AEDs in good faith and without compensation, and for CPR/AED trainers.

Preserves liability for AED manufacturers, designers, distributors, and suppliers, and maintains exceptions for gross negligence or willful/wanton misconduct.
