Appropriates $900,000 from the Disaster Relief Fund to the Department of Housing and Community Development for housing assistance to low and moderate-income persons in California communities affected by the 7.2 magnitude earthquake centered in Baja California, Mexico on April 4, 2010.

Requires the Department of Housing and Community Development to give first priority to funding housing for persons of low income.

Declares the act an urgency statute that takes immediate effect upon passage.

Requires a two-thirds vote for passage and includes fiscal committee review.
