Authorizes courts in child support proceedings to order either or both parents to submit to vocational training counselor examinations to assess their ability to obtain employment for meeting child support obligations.

Requires vocational examinations to evaluate the party's age, health, education, marketable skills, employment history, and current employment opportunities, with focus on ability to meet duty to support minor children.

Establishes that vocational training counselor orders may be made by either party's motion, court's own motion, or stipulation, and requires good cause with notice to all parties.

Defines "vocational training counselor" qualifications to include a master's degree in behavioral sciences, ability to administer career assessments, skills in interviewing and assessing marketable skills, and knowledge of employment market conditions and training programs.

Permits courts to order either party to pay the costs of vocational evaluation, considering the parties' respective incomes, needs, and ability to pay.
