Authorizes surviving family members other than spouses to retain one special license plate as a family heirloom when a Medal of Honor or Distinguished Service Cross recipient dies.

Defines eligible family members as grandparents, stepgrandparents, parents, stepparents, siblings, stepsiblings, children, and stepchildren of the deceased medal recipient.

Specifies that retained license plates are not valid for vehicle registration purposes or fee exemptions by anyone other than the original recipient or their surviving spouse.

Applies the same family heirloom retention provisions to Purple Heart recipient special license plates upon the recipient's death.
