Requires the Department of Motor Vehicles to develop and implement a pilot program by January 1, 2012 to assess implementing a vehicle miles traveled (VMT) fee in California.

Pilot program must evaluate different methods for calculating mileage, processes for secure data transmission with privacy protections, and types of equipment needed for state and drivers.

Requires the Department of Motor Vehicles to submit a report to the Legislature by June 30, 2012 with findings and recommendations on VMT fee implementation.

Report must include recommendations for minimizing driver confusion while protecting privacy, discussion of transitioning from fuel tax to VMT fee, and issues for legislative consideration.
