Extends the exemption for accidental take of endangered, threatened, or candidate species during routine agricultural activities on farms and ranches from January 1, 2011 to January 1, 2014

Authorizes the Department of Fish and Game to approve applications from nonprofit organizations to conduct public education and outreach activities promoting voluntary habitat conservation programs and species protection

Requires participating nonprofit organizations to file annual reports detailing outreach activities, public responses, assessment of agricultural community knowledge, and information on farms expressing interest in voluntary conservation programs

Maintains existing requirements for voluntary agricultural programs to include management practices that avoid and minimize species take while encouraging habitat enhancement, supported by scientific information

Sunsets the accidental take exemption on January 1, 2014, unless the Legislature enacts legislation to extend or delete that date
