Defines a "chronic truant" as a pupil absent without valid excuse for 10% or more of schooldays in one school year, provided school district has complied with specified notification procedures.

Creates new misdemeanor offense (Penal Code Section 270.1) for parents or guardians of elementary pupils (kindergarten through grade 8) who are chronic truants, failed to supervise school attendance, and were offered language-accessible support services; punishable by fine up to $2,000 and/or jail time up to one year.

Authorizes superior courts to establish deferred entry of judgment programs for parents or guardians of chronic truant pupils, including court-ordered services such as case management, mental and physical health services, parenting classes, substance abuse treatment, and child care/housing assistance.

Allows deferred entry of judgment dismissal if defendant complies with court-ordered terms and conditions, with criminal record handling similar to drug diversion programs.

Requires deferred entry of judgment program funding to come solely from nonstate sources and prevents dual punishment under this section and existing truancy laws.
