Acknowledges relinquishment of specific state highway portions (Routes 1, 2, 19, 39, 71, 72, 74, 79, 83, 84, 111, 144, 151, 160, 164, 170, 260, 275) and authorizes relinquishment of Route 58 portions to City of Bakersfield and County of Kern under specified conditions.

Authorizes out-of-service orders for commercial motor vehicles only when issued by California Highway Patrol authorized employees or authorized enforcement officers, revising enforcement scope.

Requires license plates to be mounted with characters upright and displaying left to right, and permits disabled person parking placards to be displayed in manufacturer-installed dashboard clips in addition to rearview mirror or dashboard display.

Defines "utility trailer" as a non-commercial trailer not exceeding 10,000 pounds gross weight, including livestock transport trailers.

Makes technical corrections to transportation agency references, replacing Alameda County Transportation Improvement Authority and Congestion Management Agency references with Alameda County Transportation Commission; adjusts Imperial County Transportation Commission fund usage from 3% to 3% for planning and programming responsibilities.
