Allows landowners, local agencies, and renewable energy corporations to seek state funding assistance for costs related to merging parcels on private or public lands for renewable energy facility siting purposes.

Permits state financial assistance to cover parcel merger costs including escrow fees, and costs of establishing or administering joint powers authorities authorized to merge parcels for renewable energy purposes.

Prohibits use of state funds for acquisition of real property that will be subject to parcel merger.

Applies these provisions to both the standard parcel merger process under the Subdivision Map Act and the reversion to acreage procedures.
