Expands eligibility for providing free entertainment, food, and beverages at invitation-only events to include distilled spirits manufacturer's agents, distilled spirits importers (who don't hold wholesaler licenses), distilled spirits rectifiers, and out-of-state distilled spirits shippers.

Establishes conditions for qualifying events including: invitation-only attendance limited to 400 people over age 21, events not to exceed four hours, and maximum of 12 large events (over 100 attendees) or 24 smaller events per person per calendar year.

Restricts event locations to premises with caterer's permit authorization and prohibits events on premises with permanent retail licenses; limits same-location events to eight times per calendar year.

Requires the authorized person to cover all entertainment, food, beverage, and rental costs at fair market value and be present during the event; authorizes free transportation home for attendees.

Expires January 1, 2014, unless extended by later legislation; states no local reimbursement is required as the measure only expands definition of existing crimes.
