Maintains existing requirements for plans to include adaptive management strategies, habitat protection measures, monitoring programs, and adequate funding mechanisms for conservation actions.

Establishes that plan participants must maintain rough proportionality between habitat impacts and conservation measures, with provisions for permit suspension or revocation if defaults are not cured within 45 days.

Ensures public access to monitoring data and reports, with annual public workshops required to evaluate progress toward conservation objectives.
