Authorizes county boards of supervisors to fill vacancies in U.S. Representative, State Senator, or Assembly offices using instant runoff voting if certified by the Secretary of State; all affected counties must agree if more than one county is involved.

Defines instant runoff voting as an election method where voters rank candidates by preference and ballots are counted in rounds until one candidate receives a majority of votes.

Requires voter education campaigns in all available ballot languages and mandates creation of summary reports, ballot image reports, and comprehensive reports detailing results for each round and precinct.

Sets candidate nomination deadlines 63, 43, and 39 days before the instant runoff voting election and allows vote-by-mail applications up to 25 days before the election.

Schedules instant runoff voting elections for a Tuesday between 72 and 86 days after the Governor's election proclamation, or within 120 days if consolidated with a regularly scheduled statewide or local election.
