Establishes statutory procedures for the California Transportation Commission to adopt program and policy guidelines, effective January 1, 2011, exempting these guidelines from the Administrative Procedure Act.

Requires the commission's legal counsel to review proposed guidelines for necessity, authority, clarity, consistency, reference, and nonduplication before presenting to commissioners.

Mandates at least 45 days' notice to the public before presenting proposed guidelines at a commission meeting, with opportunities for oral and written comments during a period extending seven business days after the meeting.

Requires commission staff to summarize all public comments and objections, explain how guidelines will be modified to address them or justify no changes, and present this summary at least 15 days before a subsequent vote.

Directs the commission to maintain a guideline adoption file with public notices, comments, meeting minutes, and legal counsel's compliance letter, and to include a summary of guideline activities in its annual report to the Legislature.
