Excludes the State Lands Commission from the definition of "agency" in the statewide property inventory requirements under Government Code Section 11011.13.

Requires the State Lands Commission to provide the Department of General Services a record of all non-public trust land parcels it possesses by July 1, 2011, and update this record annually by July 1 reflecting changes from the prior calendar year.

Mandates the State Lands Commission record include property location, acquisition date and method, current and projected uses, and descriptions of major structures, with simplified reporting required for school lands held in trust (location and acreage only).

Adds legislative findings and declarations regarding California's public trust obligations over tidelands and submerged lands, affirming the state's absolute power to control and regulate these lands and the State Lands Commission's oversight authority over grants to local entities.
