Eliminates the 155-grant-per-year limit on planning grants for partnership academies that the Superintendent of Public Instruction may issue.

Expands criteria for identifying "at-risk" pupils to include six indicators: irregular attendance (20%+ absences), underachievement, low motivation, economic disadvantage, below-basic standardized test scores, or GPA of 2.2 or below.

Requires school districts to assure that each academy pupil receives career technical education courses at each grade level as part of an occupational sequence targeting comprehensive skills, with internships and industry certifications.

Allows up to one-half of partnership academy enrollment to consist of pupils who do not meet "at-risk" criteria.

Becomes operative July 1, 2011, with implementation beginning in the 2011-12 school year.
