Requires the California Longitudinal Pupil Achievement Data System (CALPADS) to be prepared to include quarterly pupil attendance data, contingent on federal funding.

Mandates CALPADS capability to issue periodic reports to local educational agencies on district, school, class, and individual pupil absence rates and chronic absentee rates (defined as missing 10% or more of schooldays annually).

Requires the annual Superintendent's report on dropouts to include chronic absentee rates when data becomes available.

Establishes legislative intent to support development of early warning systems using attendance, grades, test performance, suspensions, and expulsions to identify pupils at risk of academic failure or dropping out.

Makes local educational agency reporting of attendance data voluntary and allows schools to request up to four early warning reports per school year.
