California Research Bureau must compile existing information and stakeholder recommendations relating to federal human services programs, including the Supplemental Nutrition Assistance Program (SNAP), and submit findings to the Legislative Analyst's Office by July 1, 2011

Legislative Analyst's Office must submit a report to appropriate legislative policy and fiscal committees by November 1, 2011 analyzing economic and social impacts of removing barriers to increased SNAP participation

Legislative Analyst's Office report must evaluate best practices and policies of the State Department of Social Services for encouraging SNAP participation and maximizing participation in all federal human services programs

Legislative Analyst's Office report must analyze regional economic impacts within the state of increased participation in federal human services programs

Section 18919 is repealed on November 1, 2015
