Prohibits social networking websites from displaying the home address or telephone number of registered users under 18 years of age to the public or other registered users.

Restriction applies only to designated text fields specifically designed to display a user's home address or telephone number.

Defines "social networking Internet Web site" as any business or entity providing internet services that permit registered users to access, meet, congregate, or communicate with other users for social networking purposes, excluding email-only services.

Imposes a civil penalty of up to $10,000 for each willful and knowing violation of the privacy restrictions.
