Mandate adoption of a finding of fact establishing safety need before installing automated traffic enforcement systems after January 1, 2011.

Prohibit consideration of revenue generation beyond actual operating costs when deciding whether to install or operate automated traffic enforcement systems.

Require manufacturers or suppliers operating automated traffic enforcement systems to submit annual reports to the Judicial Council containing violation data, citation information, and traffic collision statistics.

Establish requirements for notices to appear including disclosure methods for viewing evidence, issuing agency contact information, and clear notification that registered owners are not required to identify drivers, with no penalty for non-compliance.
