Authorizes county jails and state prisons to assess fees on inmates for discretionary services and/or per diem charges for room and board, up to $25 per day maximum.

Defines "discretionary services" to exclude medical care required by statute or constitution and services mandated by applicable case law.

Requires fees to be automatically debited from inmates' personal accounts, with negative balances allowed for indigent inmates; unpaid fees remain due after release but may be deferred up to two years, then forgiven if inmate is not re-incarcerated.

Mandates an appeal procedure for inmates to challenge assessed fees and requires adoption of implementation regulations by sheriffs and corrections officials.

Requires all fee revenue to be used to reimburse facilities for providing these services, with approval by governing boards for local facilities or legislative appropriation for state facilities.
