Revises Section 108555 of the Health and Safety Code to update the federal regulatory cross-reference for toy lead content limits to reference Part 1303 of Title 16 of the Code of Federal Regulations and the Consumer Product Safety Improvement Act of 2008.

Prohibits manufacturing, selling, or possessing with intent to sell any toy contaminated with toxic substances, including paints and lacquers containing lead compounds exceeding federal limits or soluble compounds of antimony, arsenic, cadmium, chromium, mercury, selenium, or barium as identified in ASTM F963-08 standard.

Prohibits toys produced, prepared, packed, shipped, or held under unsanitary conditions that may become contaminated with filth or hazardous materials, or toys stuffed with toxic or hazardous materials that are not securely wrapped or packaged.

Requires the department and local health officers to enforce these toy safety provisions.

Violations are misdemeanors punishable by fines up to $1,000 for each violation or imprisonment in county jail for up to one year, or both.
