Allows eligible recipients of high-speed rail bond funding under the Safe, Reliable High-Speed Passenger Train Bond Act for the 21st Century to apply to the California Transportation Commission for a "letter of no prejudice"

A letter of no prejudice permits agencies to spend their own funds on approved projects and receive reimbursement from bond funds when they become available, up to the amount specified in the letter

Reimbursement eligibility requires the project be programmed or approved by the commission, expenditures comply with state and federal law, all environmental requirements be met, and sufficient bond funds be appropriated

Authorizes the California Transportation Commission to develop implementation guidelines, preferably consistent with existing guidelines for letters of no prejudice under state law

Bill takes effect immediately as an urgency statute to allow bond-funded transportation projects to proceed quickly and support job retention
