Requires state agencies to make reasonable efforts to collaborate with federally recognized Indian nations or tribes in developing and implementing policies, agreements, and programs that directly affect American Indians.

Defines "American Indian" as members of federally recognized tribes, individuals subject to federal Indian law, or those deemed eligible for federal Indian services and programs.

Defines "Indian nation or tribe" as federally recognized Indian nations or tribes wholly or partially located within California.

Prohibits the bill from creating a right of action against the state or a right to review state agency actions in court.

Known as the State-Tribal Collaboration Act; requires fiscal committee review but has no appropriation or local mandate implications.
