Changes kindergarten admission birthday requirements to November 1 for 2012-13 school year, October 1 for 2013-14 school year, and September 1 for 2014-15 school year and thereafter (previously December 2 for all years)

Requires children whose kindergarten admission is delayed to be admitted to transitional kindergarten programs, defined as a first year of two-year kindergarten program using age and developmentally appropriate curriculum

Makes identical birthday changes for first grade admission, with the same phased implementation schedule for 2012-15 school years and beyond

Includes transitional kindergarten pupils in average daily attendance calculations for school district apportionments and funding purposes

Authorizes state reimbursement to local agencies and school districts for any costs mandated by the state under Part 7 of Division 4 of Title 2 of the Government Code
